Certain countries are eligible to get an APEC Business Travel Card (ABTC), which allows the holder to travel to other countries included on the agreement visa-free.
If you have an ABTC, and it has a “MYS” code on the back, you can travel to Malaysia for a business trip of up to 60 days. The countries included on the agreement are:

Who Needs a Malaysia Transit Visa?
Visa-required nationals must be in possession of a valid visa if they are switching between terminals at Kuala Lumpur International Airport to board another plane for onward travel.
If you will transit in Malaysia, you do not need a visa if you do not need to switch between terminals and your wait is shorter than 24 hours.
However, citizens of the following visa-required countries can get a Malaysia Transit Pass of up to 120 hours:
Bhutan
China
Myanmar
Nepal
They must meet the following conditions:
They have to transit at Kuala Lumpur International Airport.
They must have a flight ticket which is scheduled within 120 hours.
Their onward flight must be operated by Air Asia or Malaysia Airlines.
Additionally, citizens of the following countries are also eligible for a Malaysian Transit Pass if they meet certain conditions:

In addition to the conditions set above, the following conditions also apply:
They must have a visa or a residence permit issued by Australia, China, Japan, New Zealand, South Korea, Taiwan or the USA.
They must be traveling to or from one of those countries.
They must arrive and depart from the main terminal or KLIA2, unless they have a residence permit from one of those countries.
Who is Eligible for Malaysian Visa on Arrival?
Citizens of India and China can apply for a Malaysia Visa on Arrival (valid for up to 7 days), provided they meet the following conditions:
They are arriving directly from Indonesia, Singapore or Thailand.
They have a valid visa from one of those countries.
They will land at one of the following checkpoints, where they will apply for the Visa on Arrival:
Kuala Lumpur International Airport (KLIA/KLIA2);
Penang International Airport;
Sultan Ismail Airport, Senai, Johor Bahru;
Kota Kinabalu Airport, Sabah;
Kuching International Airport, Sarawak;

Nationals of certain countries are required to apply for a visa before they travel to Malaysia. If you are from a country whose citizens need a Malaysian visa, then you have to fulfill the Malaysia visa requirements.
Seeing as the location in which you submit your application changes depending on your country, the visa requirements for Malaysia also change.
If you are not eligible for the online Malaysian visa application, you must find the Malaysian Diplomatic Mission or authorized visa application center nearest to you. Malaysian Diplomatic Missions Abroad, ie. embassies or high commissions, have information on their websites regarding the documents required for Malaysian visa. They also provide the address in which you should submit the application and documents.
What Are the Document Required for a Malaysian Visa?
The required documents for Malaysia visa are as follows:
Completed Malaysia Visa Application Form.
Valid passport.
Pictures.
Flight itinerary.
Proof of accommodation.
No Objection Letter from your employer.
Proof of sufficient funds.
Proof of paid Malaysian visa fee.
Yellow Fever Vaccination Certificate (if applicable).
Completed Malaysia Visa Application Form
You can download the application form for Malaysian visa on the official website of the Immigration Department of Malaysia.
The form is in PDF format and has to be completed electronically – as such, you will need to have access to a computer and Adobe Reader (or an equivalent). After completing the application form, you must print two copies and sign them.
Print the application form on both sides of an A4 paper.
Valid passport
You must submit your original passport, which must be valid for at least six months from the date you intend to travel to Malaysia.
Your passport must have at least two blank pages where the immigration authorities will affix your visa and stamps.
Additionally, you must submit two colored and clear photocopies of your passport’s bio-data page.
Pictures
You must have two recent passport-size pictures of yourself, which are in line with Malaysia photo requirements.
You must affix one of the pictures to your Malaysian visa application form.
Confirmed flight itinerary
You must submit the original flight ticket purchased for Malaysia as well as the return flight ticket. You must also attach colored photocopies of the ticket/s.
Proof of accommodation
You must provide proof that you have accommodation in Malaysia. Depending on where you are staying, you could submit proof of hotel booking, home rental agreement, etc.
Or, if you are staying with someone (family/friend), they could write you a letter of invitation as proof of accommodation.
Letter of invitation from sponsor in Malaysia
If you are staying with friends/family in Malaysia, they should write an invitation letter, inviting you to Malaysia, stating your relationship and the dates in which you will stay with them.
Their complete address and telephone number must also be included in the letter.
No Objection Letter from employer or educational institution
If you are employed, provide a No Objection Letter from your employer which confirms your employment and states the duration which you’re expected to be absent from work.
If you are a student, provide a No Objection Letter from an authority at your educational institution which confirms you are a student there as well as the expected duration of your absence.
Proof of sufficient funds
In order for your Malaysia visa application to be successful, you must prove that you can financially support yourself or any dependants that are coming with you.
You must submit bank statements and credit card statements from the past three months.
You should have at least €40 per day for the duration of your stay, although the exact amount changes depending on the country.
Malaysian visa fee
You must pay a non-refundable, Malaysian visa application processing fee. The fee along with the method of payment change depending on the Embassy/High Commission processing your application. Some embassies accept cash, while others require for the fee to be paid in bank cheque or money order directly to the embassy prior to submission of documents.
Yellow Fever Vaccination Certificate
Every traveler who is aged 1 or older must have a Certificate of Yellow Fever Vaccination if:
They are from a country that is in risk of Yellow Fever transmission; or
If they transited in a country that is in risk of Yellow Fever transmission for a period longer than 12 hours
As such, you will need a Certificate of Yellow Fever Vaccination if you are from/came from one of the following countries:

Documents required for minors
If you are applying on behalf of a minor, you must also attach the minor’s birth certificate.
Additionally, if the minor is traveling by themselves or with another adult (other than the parent), a No Objection Letter from the parents or legal guardians is required, allowing the minor to travel.
Documents Required for Malaysia Multiple Entry Visa
If you are applying for a multiple entry Malaysian visa, you must also submit the following documents in addition to the ones listed above:
A short, written statement from you which details the reasons for applying for a multiple entry visa.
Flight ticket reservation which shows at least two trips to Malaysia.
If you are from Thailand or Singapore, a Written Statement of Intention to enter more than once may suffice.)

Your expression
You must have a neutral facial expression. Do not smile, frown, or grimace.
Your mouth must be closed.
You must stare straight ahead. Head should not be tilted or turned away.
Your hair must not cover your face. Put your hair behind your ears.
If you have a beard, you do not have to remove it for the picture.
Your attire and accessories
You must wear darker clothing that contrast the background so that you are fully visible.
You must not wear a hat, headband, or any other head accessory.
If you wear a headpiece for religious purposes, you may wear it in the picture, provided that it does not cover your face, not even your forehead and chin.
If you wear prescription glasses, you may wear them in the picture as long as they do not obstruct your face. If they have a thick rim or there’s glare on the glass, you must remove them.
Sunglasses or any other tinted glasses are not allowed.
Do not wear any large and flashy jewelry.

How to pay the Malaysia visa fee?
The method of payment changes depending on the Malayisan Representative Office nearest to you (Embassy or Consulate) through which you are applying.

If you are applying for your children/other dependents, you can only submit up to five applications at any one time.
If you need to apply for more, then you can do so only after one of the previous applications have been processed.
Receiving the Malaysia eVisa
If your Malaysian eVisa is approved, you will receive it via email. Then, you can print it on an A4 page and bring it with you when you travel to Malaysia.
The Immigration Officers will also accept the digital version of the visa (such as on your phone or laptop) when you arrive at the Malaysian port of entry. However, it is still advisable to have a printed version as well.
How Long is the Malaysia eVisa Valid For?
An eVisa for Malaysia is valid for three months, and allows the holder to stay in the country only up to 30 days within this time frame.

You cannot travel from your home country or any country other than Indonesia, Singapore or Thailand.
You can only stay for up to 7 days, which may not be enough if you’re traveling for a purpose other than tourism.
The Visa On Arrival processing fee is higher than for a regular visa.
You must be able to have access to $1,000 on hand.
You can only arrive at the entry points listed above.
The takeaway is this: If you have an Indonesian, Singaporean or Thai visa, don’t need to stay in Malaysia longer than 7 days, have the necessary funds and can afford the visa fee, then the Visa On Arrival is a good solution for you.

eNTRI holders can enter the country through all air entry points and several land entry points as well.
eVisa
The Malaysia eVisa is available to nationals of ten countries, India and China included. The eVisa works just like a regular Malaysia visa. The only difference is that you can apply for it online. It is valid for three months, and allows the holder to stay in Malaysia for up to 30 days.
Malaysia eVisa holders can enter the country through any entry point (sea, air, or land).
You can apply for a Malaysia visa online from any foreign country other than Singapore.
However, you’ll need to have additional documents and upload them electronically to the visa application facility. Online Malaysia visas can take a few days to be processed.
